I have the latest version of True Launch Bar installed on my new W8.1 laptop. There is an W8.1 'app' called "Scan" which is nice and easy and I want to add a link to the Scan app in the Tools Folder of my True Launch Bar.

Is this possible and if so how do I do it?

You can try one of the ways described in this article.

Also I know the TLB specific way:
1. Press WIN+R and run the command:
Code:
%windir%\explorer.exe shell:::{4234d49b-0245-4df3-b780-3893943456e1}
This will open the folder with all installed applications including Win8 applications.
2. Take the icon in the address bar by right mouse button and drag it on TLB. When you release the mouse button, TLB will show menu. Select "Create menu here". Now you have the menu with all applications.
3. Find the application "Scan" (just type it to find this app quickly) and drag the application from menu to any TLB menu/toolbar - TLB will create the shortcut.

Not very easy but drag&drop app from windows explorer window is not working Sad
