I was hoping Shark1 would visit again and answer your question. I think he mentioned it was a skin for XP (not just a TLB skin). You might be able to find it at wincustomize.com, but I have no idea what it would be called.

I found a Windows XP visual style that's close to the one in those screen shots. If you tell TLB not to use any skins for menu or toolbar, it matches the visual style well. The style is called Chrome4XP and is available from this page. The link also has matching wallpapers, logon screens, trillian skins, etc.
