Another suggestion: Non-hidden toolbar (or menu) appears on top of other windows

Maybe this is related to the always-visible toolbar-tag feature in the new beta. A toolbar or menu that is not set to auto-hide and is not always on top comes to the top when the mouse touches the side of the desktop or hovers or clicks on the toolbar tag.
