Stand alone bar on top, not behind taskbar

I use 1 stand alone bar in conjunction with the standard windows taskbar. In previous versions I was able to have the stand alone bar set to auto-hide from the very bottom of the screen and behind the windows taskbar. Now it will only auto-hide from the top of the windows taskbar - not from the very bottom of the screen and behind the taskbar.

So instead of being able to just slam (for lack of a better term) the mouse to the bottom of the screen, I now have to be very precise with the mouse placement to get it to pop up. I can deal with that, but the rest of the family is having problems with it.

I've included two pics to illustrate this caveat.

Every now and then, the stand alone bar does move to the very bottom of the screen, and behind the taskbar, but it only lasts until I log off or restart and then moves back to the top of the taskbar. Increasing the hot spot size helps, but then I have problems getting to status bar buttons in browsers and other programs. Please help.
