1) When TLB hangs? After what action TLB hangs? As I see on your screenshots it happens on opening menu. Is this right?

Try to create the clear toolbar in the other folder. Create the folder "toolbar" somewhere on the disk and hold down CTRL+SHIFT during opening the TLB. TLB ask you for toolbar folder - select the created folder. Is bug appear on the new toolbar?
