Two taskbars, kinda'

As I understand you want the toolbars configuration like this:

So you need to drag the tasks list toolbar (the bottom toolbar). Take it by the chevron at the left side and drag to the right and top. Note you must to drag even there are no visual changes. I've attached the screenshots with the way you must to drag the tasks list.
