Drag and Drop - Redux - Cannot D&D *from* TLB to Desktop

I have once again tested TLB with Drag and Drop. On my system I *cannot* Drag and Drop buttons from TLB to desktop or to Start menu. I think user should be able to D&D from TLB to desktop and start menu.
