Task Bar Lock-up - Explorer un-responsive

I'm not sure if my problem is related to the lockup problem, but here goes. After awhile, my computer CPU usuage goes to 100% and stays there until I go to the Taskbar and deselect my True Launch bar as the toolbar used. The explorer (not the entire system) than crashes, restarts, my True Launch bar restarts, and the CPU usuage goes back to normal which is between 4 to 8%.

Windows Version: Microsoft Windows XP Personal version 5.1.2600 Service Pack 1
Internet Explorer Version: 6.0.2800.1106
Pentium 4 1500mhz
512 RAM
TLB version: 2.2
1024 X 768 32 bit display
