The problem is: It's handled by Windows, not TLB, TLB uses explorer.exe and is limited by that, it's not possible to change it to only effect TLB, it would have effect on all Windows. I would reccommend you to keep your auto-hide bars at the left side of your screen as most of the time you don't need the mouse there.
