It doesn't have QUITE the same effect for me here, but I have just finished my personal debugging on this, and came to the conclusion that a lot of the context menu is out of context! (Pun intended. I'll be available for taunting after I've posted this!)
If you go into TLB Settings and in the Context menu section, change the menu templates for plugins to Recommended for plugins, it'll go away! Perhaps this is a cue for me to take a peek at what I can make the new context menu templates do...
My observations on ToDo so far:
The default colour of the menu items is inconsistent with the settings in the Menu section of TLB Settings. For example, I have a dark skin and TLBs default menus (aka virtual folders) are fine as TLB gracefully uses my Windows colours (white). However, ToDo displays it's items in black so I can barely see it on a dark background!
It is possible to change the colour in the context menu under Appearance... | View and as long as you haven't turned them off for plugins as I suggested above! However, this has the unfortunate effect of making my lovely yellow menu item (See previous screenshot) black when I hover over it.
Finally, I think the order of the priority shortcut keys is illogical. Pressing Alt+1 for the lowest priority and Alt+3 for the highest seems odd, as I assume that top priority jobs are priority 1, and instictively pressed Alt+1 before realising my mistake.
