I'm 100% sure that my wireless monitor appears as soon as the card is inserted, even if there is no wireless network available...

Try deleting the .tlbplugin file in this folder:
C:\Documents and Settings\username\Application Data\Microsoft\Internet Explorer\Quick Launch\
And then re-create the plugin (with your PCMCIA card inserted), and don't set the auto-hide option! :p
