It depends on what type of skin you want to use, ie.
If it is a skin for menus, unzip the files into C:\Program Files\TrueLaunchBar\Skins\
If it is a skin for one of the plugins, unzip the files into C:\Program Files\TrueLaunchBar\Plugins\<insert plugin name here>\skins\
