Does True Launch Bar add the following into the win.ini file?

nnhjhkj15=1067378634
I was advised to delete it from another forum because they thought that it might be from the pup virus. ???
When I deleted it, I noticed that my startup was slower and True Launch Bar took longer to show up on the screen. So I added it back in and startup was back to normal and True Launch Bar showed up almost immediately again.
