I don't know. I can guess you had the toolbar on the second monitor because of Ultramon. After updating Ultramon still thought it is on Windows 7 and create the own second taskbar.

I posted this issue on the Ultramon forum as well and they insist I that Ultramon does NOT support toolbars on the second display under Win 10. However I still do have TLB on the taskbar of the second display.

I guess this is one of those imponderables.
