tear-off bars, please explain

to all,
could you please explain tear-off bars?

I was doing a search, and it is not very clear how these work.

I was also reading about Power-Drawers (different program), and this is what I'd like to do, with folders; right-click from the desktop, and have cascading folder/subfolder directories come up, just like I do from the quick-launch bar with TrueLaunch.
Does TEAR-off bars accomplish this?

The Tear Off Menu option make the floating menu. With Tear Off Menu you can drag menu at any place of the desktop and menu will stay opened when you activate other windows.

could you explain how the tear-off bar works? I did a search in the 4.1 help file, bt can't find info on it (this is within the program:) and I don't see a menu option for it

right-click menu and click "Tear Off Menu" menu item. now you can move your menu into any point of the screen.

I created two virtual folders on the quick-launch bar.
I right-click, and see the TLB settings option, but no option for Tear-off bar.
Is this because I am right-clicking on a virtual folder, and not an actual menu, ?
does that make a difference?

I now see the option.
I opened the virtual folder, and selected an item WITHIN that folder, and right clicked, and see the TEAR-off option.

I'll experiment more with it; I'm not sure what is going to happen; if other documentation esxists, could you paste it here; but AI'll experiment in the interim.
