I might have a corrupt file in my logon. If so, I need to create a new Logon with a new username and password. My question is: How do I transfer over my Desktop and TrueLaunchBar exactly the way they are now? I want my new Desktop to look and work exactly like it does now as it has taken me many months to refine it to the way I want.

Desktop files are here:
C:\Documents and Settings\<user name>\Desktop
But the icons position can't be saved Sad
The TLB files are here:
C:\Documents and Settings\<user name>\Application Data\Microsoft\Internet Explorer\Quick Launch
Everything must be saved in TLB.

What do you mean by "everything has to be saved in TLB"? How do I save........

Copy the content of the folders including the hidden files from old user to your current profile. Be sure TLB is closed before copy. After you copy all files you can open TLB and get the toolbar you had in old account.
