Master Change Log? (TLB & Plug-ins)

I can't seem to find in the forum where the master change log containing each update (TLB and each Plug-in). What has prompted me for this change log is TLB is indicating there is an update but the update (whatever it is) isn't listed in the software update list from within TLB.

What are the thoughts on this subject?

I'm sorry there are not any master log. Something like this is the TLB Google group. I'm using this group as the mailing list to post the updates.

I'm assuming it is the scheduled update event, when scheduled, briefly displays a balloon popup message in the system tray.
