Strange Explorer Icon

I'm fairly certain that this is NOT a TLB issue, but I've tried everything else:

If I open up any type of explorer window, the icon in the task bar is the Power Options green icon, not the explorer icon.

I have tried deleting the icon cache [C:\Users\CWBillow\AppData\Local\IconCache.db] but that does nothing.

I tried uninstalling TLB, and re-installing, but that didn't work either.

How the heck do I fix this? What / where is the file that is giving the wrong icon?

Check the registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Shell Icons

This registry key is used to overwrite the shell icons. Try to delete this key and restart computer.
