Stay on Top and maximized windows

Before my computer was moved and my double monitors switched, my TLB was aligned at the left edge of the left screen and when I maximized a window the TLB showed and the maximized window was butt up against it, perfectly.

Now the maximized window edge slides under the TLB and I can't figure out how to adjust it. I want the TLB on top always, and for a maximized window to go only to the edge of the TLB. Can anyone help me reset my bar correctly?

Right-click the empty space of toolbar and turn on the option "Taskbar mode" in the context menu. I guess this will help you.
