Win8 Pro 64bit

I tried TLB on Windows 8 64 bit but it cann't be selected
If I try to select it in Taskbar properties it appears but cannot be selected.
The same with the check box in Taskbar and Start Menu Properties.
Any clue what I am doing wrong?

I tried the portable version and an error box popped up indicating that
vcomp120.dll is missing from system32
