Is there any easy way to change the text color of the toolbar without making an entirely new skin?

Can you be a little more specific? Which text are you talking about? Which version of TLB are you using?

the text color of the toolbar it self. Like I have the clock plugin, netmon, drive space and I want to be able to change the color of their text

The plugins each control their own font color, either from skin images, user settings, or strictly computer logic. So to answer your question: No, there is no easy way. Maybe Yuri could come up with some solution to this?
