How To Startup TLB if not Loaded on Powerup - If you shut down TLB say during a defrag

If you shut down TLB before a defrag of the HD, how do you start it backup???
Lets make things simple!
I looked in XPs c drive program files, I looked on the installed directory, I looked in the start/programs folder of TLB and now where?

I believe this is explained very clearly when you installed TLB... ???

Right-click taskbar --> Toolbars --> True launch bar...

That depends, how did you shut down TLB in the first place?
