I've tested TLB with Vista 5456.5 worked well. But there are problems with update. So if you install 5384.4 then update up to 5456.5 you have the problems. In this case the only way to tunon TLB - right-click taskbar select toolbars tab and check the "True Launch Bar".

On clear install 5384.4 TLB works well.
