Can confirm this as well...
It works 100% fine on my laptop and on my older desktop pc (both running XP SP2).
But it crashed on my main desktop pc when I had XP SP2, and now also with Vista. The first time I tested today (after reading Q's post) it crashed even before the Device Manager menu had opened.
Strangely enough, it now opens without crashing, though it initializes to name-less items (as shown in the screenshot), which are replaced with the proper items after hovering the mouse over them. But after a menu refresh (Ctrl-F5) all is back to name-less items.
