Just some information for whoever wants to add this functionality to an application (or the TLB shutdown plugin): According to the Microsoft Knowledge Base (here and here) Switch User is the WinXP version of Lock Computer that's available in Win2k and NT. The keyboard shortcut for Switch User under XP is Win+L. There's also an article here that describes in detail how to write a program that supports user switching.
Omer, I just found this article that tells you how to lock a WinXP PC (i.e. switch user) with a shortcut that you could integrate into TLB.
Happy Tweaking!
