Moving folders on TLB - Easy to move buttons but hard to move folders

Why are virtual folders so difficult to move on TLB. I can easily move buttons with the mouse but virtual folders seem to require more work.

I first have to drag them up to get the + sign then I can drag them.

Is this a bug?
