Well, it is not a 'program' that can be 'started'. The launch bar runs as an addon for explorer, so you just need to enable it once by right-clicking the taskbar and select Toolbars -> True Launch Bar...
When you properly shutdown Windows, the toolbar settings are saved, and next time you start Windows it will automatically open the same toolbars.

A question to you: do you have the demo version of "True Launch Bar", or do you have "Free Launch Bar"?
