All of a sudden at least two days after we started using TLB v2.2.0.14 RC1 the plugins and icons/folders stopped being able to be dragged to change positions.

QSection,

Is the Unlock buttons checked? Wink This also prevents plugins, icons, and folders from being moved.

Just as mysteriously as the problem started it seemed now to have disappeared. We never had any of the toolbar settings in 'Locked' position. Hmm....we now believe it had to do with available memory in this system. Even though we had plenty of memory available showing - 200MB - we got a popup when trying to use another program that said "Not enough system memory available. Please quit some programs." Windows 98SE! All is well now.

Good to hear all is well now. System resources can definitely cause problems like yours or screen appearances not looking right, programs not opening, etc. :0

So far so good with my Windows XP (after the Avast antivirus problem I had in the past was solved). When System resources get low, a lot of strange things can happen on the computer. Wink

I have same problem, too, on v2.2.0.18 rc3. Buttons aren't locked, they just won't move, no matter what.
It happened to me on older versions too, but after i played a bit with it they went fine. This one won't. I'm considering moving to older version if this won't get fixed. It's so annoying.
