No this title cannot be changed, but you can hide it completely to save even more space. If you right-click the toolbar handle at the far left in unlocked mode, you can uncheck "Show title". In order to remember this setting after reboots, open TLB Settings, and in Toolbar section check the box "Hide toolbar title".

There is a TLB FAQ site with lots of information, make sure you check this first. For example, here's the answer to your question.
Windows 7, IE 9.0, Shell 6.0.6000.16386, TLB 4.2.3 beta

This is possible to rename toolbar title.
open TLB Settings->Toolbars
Create new toolbar with the path:
C:\Documents and Settings\*your account name*\Application Data\Microsoft\Internet Explorer\Quick Launch
and name it TLB after closing opening toolbar title will be TLB

I have tested your instructions, but have not produced a name change of "True Launch Bar" to "TLB". Obviously, I'm confused about your answer.

When you say "name it TLB", does the "it" refer to a renaming of the folder "Quick Launch" to "TLB", OR does the "it" refer to creation of a "New Folder" in "Quick Launch" which will then be renamed "TLB"?

After I close the "True Launch Bar" containing all my menu configuration work to date, how do I open it again?

1) Press "New" button
2) Select the folder (see my previous post for full path)
3) In the field "Name" write TLB
4) Press OK

Also you must close/open toolbar.

Like at first time. Right-click taskbar Toolbars->True Launch Bar...

Sorry, Yuri. I still can't get your results. Here's a screenshot walkthrough of your steps 1-4.

SNAG-0001 shows the result of pressing New in TLB Settings.

In SNAG-0002 I type in "TLB".

SNAG-0003 is the (puzzeling) result of pressing OK.

SNAG-0004 is what I get after closing and reopening TLB.

What am I doing wrong?

You must write "TLB" not in the "Browse For Folder" dialog, you must write "TLB" in the TLB Settings... dialog. See attached picture:
(1) Write TLB in this field
(2) Write the path to toolbar folders there (C:\Documents and Settings\*your account name*\Application Data\Microsoft\Internet Explorer\Quick Launch)
