Lock Toolbar

What does it mean to Lock the toolbar?

Hmm, good question...

There is a "Lock the taskbar" in Windows' taskbar context menu, that will lock/unlock all the toolbars.

There is a "Lock buttons" in TLB's context menu, that will lock/unlock the individual items on the TLB toolbar.

But I don't see what happens when you choose "Lock toolbar" in TLB's settings dialog in the Toolbar section. And the help doesn't explain this...

Lock toolbar in TLB disabling the moving of toolbar by mouse if you click on empty space of toolbar. This option works only for floating toolbars (toolbar outside off taskbar).
