A possible reason for the different readouts on the two system monitors is shown in the image below. Even while both plugins are set at the same interval, they will use different values because they don't refresh at exactly the same moment.

The green graph shows the 'actual' CPU usage (sampled at high rate)... the plugin will probably show only the single value that is at the beginning of each interval, but in this case even averaging the entire dataset would give different values...
I also believe Windows 98 is also a bit less accurate when it comes to CPU usage... it often seems to rise and fall randomly...
Can't think of anything else, and it doesn't explain the crash
