No, it's not new, I've seen it in version 2.0, can't remember 1.x though...
The unit of this setting seems to be 'number of items', including plugins (so also spacers and separators)...

TLB is highly customizable, so there are many options... this way you can discover new settings every day again! Isn't that fun? Smile
